[openstreetmap/openstreetmap-website] WIP: Update NLSFI license (#2580)

AFAIK the situation is currently following:

- OSM is still tracing NLSFI rasters with a flimsy legal authority
- NLSFI has offered their data to be used by OSM with an attribution updated to suit the current situation, but they have not signed the CC-BY waiver
- For some reason, the new attribution is not accepted by OSM leadership. OSM leadership has not proposed any alternative attribution, though. This is why there is no progress in this issue.
- Editor-layer-index is under the control by believers in absurd legal theories.
- The new CC-BY waiver has turned out to be vapourware.
