Most of these points seem outside the scope of the website
> * OSM is still tracing NLSFI rasters with a flimsy legal authority
> * Editor-layer-index is under the control by believers in absurd legal theories.
If people are tracing sources they don't have permission to trace, contact the data working group. They can work with the license working group and if there is an issue with a source, it could be added to the blocked imagery list.
> * The new CC-BY waiver has turned out to be vapourware.
> * NLSFI has offered their data to be used by OSM with an attribution updated to suit the current situation, but they have not signed the CC-BY waiver

It's not clear who you're speaking of with the nebulous "OSM leadership".
