[openstreetmap/openstreetmap-website] Add support for OAuth 2 (#3177)

Fixing the parameter values in JOSM is easy. However, it might take a while
till all users update to the new JOSM version. All previous versions will
forever be broken regarding the authentication method we've been
recommending for novice users for years. Isn't there another option?
