[openstreetmap/openstreetmap-website] Add support for OAuth 2 (#3177)

Well I could make the web site accept `yes` there but I'm reluctant because that endpoint is an internal implementation detail of the web site - the only thing that should ever be submitting to it is our web site code.

The fact that JOSM has a "fully automatic" mode that completely ignores how OAuth is supposed to work and abuses internal endpoints is the root causes here.
