[openstreetmap/openstreetmap-website] Add pop-up or other obvious notification for getting a message or changeset comment (#3182)

I think you guys are over complicating it design wise. Setting up [Push API](https://w3c.github.io/push-api/) and [Notification API](https://notifications.spec.whatwg.org/#api) is the route we should go.
