Expected:
Entering a scale value that's too small is corrected to a valid scale value.
Actual:
Sometime the scale value is corrected to a value which would cause the map to be too large.
Description of problem:
When entering an invalid scale value, the system automatically correct it to one that is acceptable. However there seems to be a separate check for maximum image size which is not considered in the scale. This means that the scale value must be modified again by the user after it's already been automatically corrected.

Screen Resolution: 1600x1200
OS: Windows 10 Home, 10.0.19043 Build 19043
