[openstreetmap/openstreetmap-website] Auto scaling chooses scale which is too large to download. (#3335)

Adjusting the scale such that image size ends up `<=2300` seems to fix the issue. But I have no idea if this is just coincidental. These are all on fairly zoomed in images. I would say Zoom level 15-19, the areas in questions are quite small.
