[openstreetmap/openstreetmap-website] Vagrant: Should the provisionning also prepare the test database? (#1121)

The current instructions in the Vagrant.md are to run `bundle exec rails test:all`, and this takes care of preparing the test database. I checked this today by creating a fresh VM and running the tests in it, and there was no need to run any `db:migrate` for the test environment. 

So we can close this issue now.
