[openstreetmap/openstreetmap-website] Upgrade to Yarn v3 (PR #3515)

I removed dependabot due to some issues (dependabot/dependabot-core#1297)... If you are interested on alternatives I can suggest [yarn upgrade-interactive](https://yarnpkg.com/cli/upgrade-interactive), which simply gives you a tui which suggests updates
Otherwise apps like [renovate](https://renovate.whitesourcesoftware.com/) do the same thing that dependabot was doing, but there is support for Yarn berry ;-)
