[openstreetmap/openstreetmap-website] Upgrade to Yarn v3 (PR #3515)

I know corepack obviously.... Because I cannot upgrade nodejs I preferred chose a compromise between parts: corepack will be installed using npm, so we don't have to store the yarn's cjs huge blob!
