[openstreetmap/openstreetmap-website] Note update date in xml, json, rss api output formats (PR #3578)

A few notes on endpoint consumers:

* At least JOSM doesn't break when adding the extra element. Last change calculation still based on comments. -> ok
*  [StreetComplete](https://github.com/westnordost/osmapi/blob/master/libs/notes/src/main/java/de/westnordost/osmapi/notes/NotesParser.java) seems to be ok with the change   
*  [Vespucci](https://github.com/MarcusWolschon/osmeditor4android/blob/master/src/main/java/de/blau/android/tasks/Note.java#L316-L327), like JOSM, last change calculation based on comments.

Change seems ok. 

TODO: update OSM API 0.6 wiki page once merged.
