[openstreetmap/openstreetmap-website] Add a configuration option to disable HTTP basic authentication (0ae438a)

Not immediately though it might be useful at some point - what I'm hoping is that we can maybe try some github style blackouts where we disable it for short periods to see who complains. We really need to get rid of it but we have no idea who's using it.
