[openstreetmap/openstreetmap-website] Add a configuration option to disable HTTP basic authentication (0ae438a)

Ok, makes sense. How about adding some rule to the Apache config and log Referer and User-Agent for any "Authorization: Basic .*" API call to some special log file, and see what pops up there?
