[openstreetmap/openstreetmap-website] Make account deletion remove the email address when possible (PR #3488)

So we have always said that we need to keep the email if there are edits in case of any later questions about sources etc.

I believe @simonpoole did suggest we should extend that to accounts with any content, so include diary entries etc.
