[openstreetmap/openstreetmap-website] Upgrade to Yarn v3 (PR #3515)

I'd echo everything @gravitystorm says and also add that is the modules are moving from `node_modules` to `.yarn` then doesn't the search path need to be updated so rails can find the assets there? Though the tests seem to be working somehow?
