[openstreetmap/openstreetmap-website] Suggested ability to tag other users in 'fixme' tag in OSM (Issue #3793)

First of all, it must have been difficult to understand with my poor English, so thank you for asking a question.

**When I tag my co-worker in 'fixme' tag, I want it to go to notification to my co-worker.** (this is the key-point!)

I want to work with my co-workers and not just a bunch of random people, and to pass on the work to him.
(Of course, the 'fixme' tag is visible to anyone and can be edited by others.)
In particular, the OSM message function is very inconvenient, and in order to collaborate, links and work contents have to be transmitted through external functions, which is very inconvenient when there are a lot of work contents.
