But why on earth would they seek to people to work on this project, which already has a PR that is well on it's way to being merged and a developer working on the feature?

Maybe you also missed the bit where they say that they are going to review the PRs!

In any case it's off topic for this ticket so we should move discussion elsewhere if discussion is necessary.
