### How to reproduce the issue?
There is some odd behaviour with selecting the reason for reporting a user.
(alt. reporting a note, I haven't tried this for this issue)
1. Go to someone's user profile
2. Click "Report user"
3. Navigate to a report reason using `Tab`. The first choice is not selected yet.
4. Press the `Down` arrow key. The second choice will be automaticly selected.
5. Press the `Up` arrow key. The first choice will now be selected.

**Current behaviour** (focus, but no automatic selection for the first choice)

**Expected behaviour**
Either
- The choice is automaticly selected like all others; or
- none of the choices are automaticly selected -and have to be selected manually using the arrow keys and space / enter.

4. (instead) Press `Space` on the first choice. The first choice will now be selected.
(Noteably, `Space` does not have to be pressed for the other choices.)
4. (instead) Press `Enter` on the first choice. Instead of selecting the first choice, the message preview is toggled on / off, while the message preview button is not in focus.
(Noteably, pressing `Enter` on any other choice does the same thing.)

Either
- The Enter key selects the first choice like the Space key -and not the message preview-; or
- neither the Enter, nor Space key have to be pressed to select the first choice (as previously outlined).
