[openstreetmap/openstreetmap-website] overlapping notes (Issue #3995)

If two notes are exactly in the same place (have identical coordinates), then you can't click on the second one on the map.

See an example on:
https://www.openstreetmap.org/#map=19/51.11366/17.01857&layers=N
https://www.openstreetmap.org/note/3610549 - resolved
https://www.openstreetmap.org/note/3610551 - unresolved
Here I resolved 3610549 and saw that there is another one beneath, but I can see it only after refreshing the page.

If these notes above are not visible anymore, see notes at 0,0:
https://www.openstreetmap.org/#map=19/0/0&layers=N (notes often appear there)
