fyi, you may already know this;
If you have trouble interacting with overlapping notes, you should try to view them on e.g. [NotesReview](https://ent8r.github.io/NotesReview/) instead.

(iirc [iD](https://github.com/openstreetmap/iD/issues) also has this issue, but I can't find an existing issue.)
