[openstreetmap/openstreetmap-website] Improve "Report User" notifications (Issue #4079)

I think sending a notification to reporters when an issue is resolved is a good idea, and I'd find it helpful too.

I'd also be happy if these notifications were controllable, so that individual users can choose whether or not to receive them. I can imagine that some people would want to switch them off, if they report a lot of problems and don't really want more emails from the system.

Whether the issue resolution notifications should be implemented before a full notification system, well, that is an open question: :shrug:
