[openstreetmap/openstreetmap-website] Improve "Report User" notifications (Issue #4079)

For completeness, for reports that end up with the DWG, the normal process is to create an OTRS ticket for them, and the process that most DWG people use for that does send an OSM private message to the reporter from a DWG account that a ticket has been created.

The are a couple of exceptions to this - some reports can just be ignored (e.g. obviously not in good faith), and sometimes we get dozens of identically worded complaints from a "web mob" - usually in that case we'll comment publicly in some other way (e.g. changeset discussion comment) as well as a direct reply to an obvious ringleader.
