[openstreetmap/openstreetmap-website] Avoid using partial rendering in /map.json (PR #4141)

That code only really exists for completeness - we don't actually use it in production because that part of the API is served with cgimap which is far more performant than rails ever can be.

Using the rails version of the API is really only for development and/or very small scale production use.
