[openstreetmap/openstreetmap-website] deleting malicious user doesn't remove the user's comments (#1970)

Just searching for some issues for another one - may this affect self-delted users as well? If yes, that should get changed somehow. 

Because just because a user self-deletes themself, the commends should not get hidden.
