[openstreetmap/openstreetmap-website] After self-deletion of a user, make the username random but still clickable (Issue #4194)

All self deleted users are changed to `user_NNN` already and profile content is removed - that's a standard part of removing potentially personal data from a closed account.

So I'm not really clear what it is that you're asking for here?
