[openstreetmap/openstreetmap-website] Prevent blocked users from signing up with the "same email address" again and again (Issue #4206)

I'm going to reopen this - it's not exactly the same as rate limiting and is not in and of itself a bad idea.

In fact it's close to my original plan for #4198 which was to limit the number of duplicate accounts which could exist for an address but I went with the alternative approach because it was quicker to implement as it didn't need changes to the user table to store a canonical address for users.
