[openstreetmap/openstreetmap-website] Truncate usernames in profile links (PR #4445)

I think truncation is a valid solution in cases like this (where the username is not the center point of information). I also like to add a way to see the full name on mouse over like with a title attribute (eg ok the TH/TD) or a full tooltip so I don't need to leave the page to see the full name on the user's profile.
