[openstreetmap/openstreetmap-website] Add OpenLocationCode to OSM website (#1807)

Since OLC codes are easily recognized by the + character, this feature seems unlikely to have any (negative) effects on people who do *not* search for OLC codes.
And obviously it is a big improvement for people who *do* search for OLC codes.

Also the plus_codes ruby gem is pretty minimal, self-contained, and stable, so the technical debt incurred is rather small.

Given these these two points I don't really understand the resistance this proposal apparently still faces.
