[openstreetmap/openstreetmap-website] Improve "Report User" notifications (Issue #4079)

What do you mean by acknowledged? There is no such process at the moment  - we get a report and we action it and resolve it. So your first and second points essentially amount to the same thing.

I'm not sure that it would be appropriate to effectively publish what action we choose to take so we most we could generally do is confirm that the report had been resolved.

Frankly, from the point of view of somebody that processes reports, there are many far higher priority problems to resolve with the report system than this - it's barely usable as things stand and anything which creates more work for the person dealing with the report is going to be out of the question for now.
