[openstreetmap/openstreetmap-website] Add OpenMapTiles vector map (PR #4042)

I would like to better understand MapTiler/OpenMapTiles's plan for regular updates. My understanding is that MapTiler Cloud only updates when OpenMapTiles updates (on the order of many months), however, I understand that the expectation for featured layers is to update at least biweekly.  Will the OpenMapTiles map update on a regular basis, and if so how often?  Will it confuse end users if the OpenMapTiles version of the map is consistently out of date with respect to edits compared to the near-identical osm-carto raster edition?  Just trying to put myself in the shoes of end users that come to openstreetmap.org to learn about the project without necessarily the deep knowledge to appreciate the distinction between raster and vector stacks.
