Planetiler inverted the logic to prefer OSM name tags over Wikidata labels in openmaptiles/planetiler-openmaptiles#55 for consistency with OpenMapTiles, which in turn tried to be consistent with Mapbox Streets: https://github.com/openmaptiles/openmaptiles/issues/251#issuecomment-309886301.[^mapbox]

I think the source of confusion may be that, if a feature has a `name` but no `name:la` in OSM, OpenMapTiles will set `name:la` to the Wikidata item’s Latin label instead of `name`. This is even the case if `name` happens to be a different Latin name, because OpenMapTiles [has no way of knowing](https://wiki.openstreetmap.org/wiki/Proposed_features/Language_information_for_name) it’s in Latin.

[^mapbox]: However, Mapbox actually does unconditionally prefer Wikidata labels over OSM name tags.
