[openstreetmap/openstreetmap-website] SSL Certificates missing in docker container (Issue #4100)

Most containers I used that use curl also installed that package. The alternative would be to use the `-k` flag for curl, I guess.

I use this container as the fastest option to get a sample rails-port database for a database course I'm teaching. Maybe there are other options but this is just too straight forward for me.
