With this suggestion, you'll only get that from _bad actors who have already been blocked_ .  You're right that it doesn't stop "vandals will be vandals" (we'd need a much less fluid account sign-up process for that, which is a much wider issue), but it would stop a user from enforcing "their" edits with "their" account name, or being able to easily evade blocks by simply deleting their account and creating an "identical" one.
