I think the important point here is that in creates an (admittedly minor) inconvenience for the vandal and makes things a bit more convenient for the community.
I don't quite see this being the source of additional support load on ops. Obviously when self-deleting the account fails it should display an appropriate message (for good measure I would throw in a note that creating accounts to avoid a block violates the OSMFs ToS).
