[openstreetmap/openstreetmap-website] Add the ability to rate limit edits (PR #4319)

I signed up as a new user,  tried to upload some data, and saw the following error message. Checking now...

select * from check_rate_limit(13,10000);
ERROR:  query returned no rows
CONTEXT:  PL/pgSQL function check_rate_limit(bigint,integer) line 29 at SQL statement
