[openstreetmap/openstreetmap-website] Add the ability to rate limit edits (PR #4319)

No strong feelings, on the one hand withholding any useful information from vandals is good, on the other hand it means that somebody that inadvertently runs it to the limit (aka an importer) is left alone. I would suggest that even if we don't give details, the message includes a pointer to the DWG (for potentially getting the import vetted).
