[openstreetmap/openstreetmap-website] Add the ability to rate limit edits (PR #4319)

I'm a bit concerned about first time contributors working on HOT tasks in particular, that might not be prepared for this kind of message. So they will likely post a screenshot of the error message somewhere, asking on how to proceed. If the screenshot tells you something about 890 changes to be uploaded, while the limit would be 800, you could tell the person to simply try again in a few hours. In case they're trying to upload 10'000 changes as a beginner, sending them to DWG is of course the most reasonable thing to do.
