[openstreetmap/openstreetmap-website] Add the ability to rate limit edits (PR #4319)

Thanks for the quick config update. First test on tomh looks good here:

Chunk size = 10k: fails right away

Continue testing with chunk size 100: up to 900 changes can be uploaded:

Then continue uploading in single object mode (->uses Rails implementation):
