[openstreetmap/openstreetmap-website] Add the ability to rate limit edits (PR #4319)

So the next test would be the moderator role, and of course the new importer role.
I've created this new user for this purpose: https://tomh.apis.dev.openstreetmap.org/user/mmd2mod
Could you please give this user moderation right?
I think that's all what is needed for me to toggle the importer role on "mmd2" later on.
