[openstreetmap/openstreetmap-website] Configuring banners to be off, or from another source, for website forks like OHM (Issue #4280)

### Problem

The current mechanisms for displaying banners are under source control and not configurable for forks.

### Description

I'm getting the OpenHistoricalMap fork synced up with this code. It's usually not going to be appropriate for us to display the current banners from the OSM site and while we'd presently not like to show any banners at all I could imagine a time when we or another fork might want to display customized banners.

I wonder if there's been previous talk about having a directive in `settings.local.yml` that could disable banner display and/or point to an alternative `config/banners.yml` file and `app/assets/images/banners` subdirectory.
