[openstreetmap/openstreetmap-website] Configuring banners to be off, or from another source, for website forks like OHM (Issue #4280)

I would expect that fork could change in code (fork) where it looks for banner configuration?

I guess that it is difference between making open source platform for osm, potentially reusable by others - and making generic mapping platform website.
