[openstreetmap/openstreetmap-website] .github/workflows/lint.yml: Check if annotate_models is up to date (PR #4286)

Good idea, I'm in favour of this. Two things though:

* You'll need a prerequisites PR merged first that fixes all the annotations, otherwise this PR won't pass CI :smile: 
* The annotate gem is currently only included in the development group, so I think it won't be available in CI. We can either add the gem to both groups, or create a ":developement, :test" group for things like this.
