[openstreetmap/openstreetmap-website] Account deletion cool-down period (PR #4313)

The issue basically is DWG finding it hard to deal with vandalism when vandals delete their account (hence changing their name) immediately after making their edits.

No doubt some DWG people will be able to provide more details...
