I think the scope is wider than that. Once a user has been deleted others will have a fairly difficult time to inspect these changes, etc. for potential vandalism. To me it seems that's a shortcoming of today's concept of deleting users, and I've even warned a few years ago that this is inviting vandalism.

By introducing a cool down period, we're adding a few weeks where a user won't be adding any new changes to the map.
