@mmd-osm - thanks. Can I ask for more information on this bit, again for clarity:

* What causes the difficulty when the account is deleted? Is it because deleted users are unlinked in the web interface? Or is it something else that causes difficulties?
* If the delay is e.g. 48 hours (as the tests suggest) doesn't that mean there will be the original problem after 49 hours?
* You mention "a few weeks" whereas the proposed tests suggest "48 hours" and the documentation in settings.yml only describes the settings of "24" (for changesets being closed) and "0" (to disable). It's all very unclear as to the logic of what the cool-down period is proposed to be, and how (if at all) it relates to changesets. Can you clarify?

Presumably if the vandal can't close their first account, they will just abandon it and open another one with a slightly different email and use that instead. Based on the discussion in #4018 , these vandals aren't short of fresh email addresses to use on each new account.
So by my understanding, this cool-down period doesn't prevent any vandalism, it is just making reviewing existing vandalism easier. Is that right?
I'm sorry if this sounds really picky, but I want to make sure that I understand the root problem, and what we are trying to implement here, since it has implications for other parts of the user deletion process that we can implement in future.
