[openstreetmap/openstreetmap-website] Limit number of edits per user and day (#2342)

It's on the number of changes - nothing else makes any sense.

The rest will mostly be configurable - it will be similar to the changeset comment limit which increase from an initial value to a maximum but I'm still working out what limits we might use and how the increase should happen.
