[openstreetmap/openstreetmap-website] Limit number of edits per user and day (#2342)

@tomhughes : @DavidKarlas has posted some good ideas as part of https://nightwatch-test.azurewebsites.net/RateLimit -

The number of {created,modified,deleted} {nodes,ways,relations} would be available in cgimap, at least for the current changeset. 24h sliding window might be a bit interesting to implement.
