[openstreetmap/openstreetmap-website] Limit number of edits per user and day (#2342)

Main reason why we want to limit amount of changesets per day/hour or whatever is to make reverting more sane... Of course DWG can have tools to revert 2k changesets, but still sounds boring... Another reason was, I at time was deciding on "quality" of user based on total changesets count, making it meaningless number if vandal can boost that number quickly...
I guess with new logic, number of changesets can be ignored...
