[openstreetmap/openstreetmap-website] Limit number of edits per user and day (#2342)

In the first day, that account has [created 847 changes](https://hdyc.neis-one.org/?Lucidarius), which it could have done on one hour, as described in https://github.com/openstreetmap/openstreetmap-website/pull/4319.
