General remark: there is no point in overthinking the criteria as they can all be trivially gamed, the best outcome is that there is an initial upper limit that keeps the volume of what needs to reverted more manageable than it is now, but it isn't going to stop a motivated vandal, just slow them down.

SC is used by ~5% of new sign ups with a peek above that now and then and newbies account for less than 30% of SC usage. It isn't going to be a large issue if the odd SC user would have to slow down a bit.
But that said, just applying the edit limits to anything outside of iD and the limited editing apps (MM, OM, SC, MC) only would likely reduce the false positive rate to near zero. Unluckily we don't really have a reliable way to identify the editing application and it is easy to masquerade as something else.
